Been on the table for the last 40 years, Fair trade for the many commodities that 3rd world countries make,and how they should be placed on the market. Because many small business that are within the US have been easily bought out and never see the bright of day within the business world. 
Fair trade works on behalf of the best interests of the developing country. Not for a moment that would even be a afterthought that these same practical trade guidelines would work for private business owners within the states. With the Fair trade its the responsibility of these growers of coffee beans to use there money to make the working conditions better for them and them selves. Fair Trades purpose is to show that the people of the poor country's get a there share of the bigger pie, giving them means to structure themselves to improve themselves and there community as well.
Even in the poorest countries of the world they have an opportunity to grow and become a valuable asset to there community. Countries like Africa where life is generally hard, with living conditions.
